Job summary

Creative Information Technology Inc (CITI) is seeking an experienced Program Manager to lead the Agile transformation for the Federal Reserve Systems program. The role is onsite in Washington, DC, with responsibility for guiding strategic direction and day-to-day execution across multiple teams and stakeholders.

The candidate will shape the Agile playbook, establish governance, and drive measurable business value while coaching Agile Coaches and Scrum Masters to raise organizational maturity.

Qualifications

• 10+ years of professional experience with at least 5+ years leading enterprise Agile transformations.
• 5+ years hands-on experience coaching teams.
• 3+ years of project/program management or systems engineering experience.
• Deep understanding of SAFe.
• Expertise in multiple Agile frameworks (Scrum, Kanban, SAFe or similar).
• Strong stakeholder management and influence.

Responsibilities

• Lead the Agile transformation program across multiple teams and projects.
• Maintain and evolve the Agile playbook and program documents.
• Provide status reporting and data-driven insights to sponsors and stakeholders.
• Coach Agile Coaches and Scrum Masters; measure and drive team maturity.
• Ensure standardized Agile practices and governance across the program.
• Drive business value realization by aligning team outputs with program objectives.
