Job summary
Federal Home Loan Bank of Chicago seeks a Manager, Application Development to lead Agile delivery across 10+ software teams and 100+ applications. You will mentor Scrum Masters and Business Systems Analysts, drive Azure DevOps standards, and partner with IT and business leaders to improve planning, dependencies, and delivery transparency.

Qualifications
- 10+ years of technology delivery, software development delivery, business analysis, Agile delivery, or related IT experience, including 3+ years managing teams.
- Proven success leading Agile delivery practices across multiple software delivery teams using Scrum, Kanban, Azure DevOps, backlog management, stakeholder engagement, delivery metrics, and continuous improvement methods.
- Strong understanding of the software development lifecycle, including solution delivery, requirements definition, application development, testing, release readiness, production support, risk management, and operational considerations.
Responsibilities
- Lead Agile Delivery capabilities across 10+ delivery teams and 100+ applications, coaching Scrum Masters and Business Systems Analysts.
- Own Azure DevOps as the department’s primary Agile planning platform and establish usage standards, dashboards, and data quality.
- Partner with IT and business leaders to improve cross-team planning, dependency management, and Agile operating model readiness.
- Provide delivery leadership across application development, QA, architecture, cybersecurity, risk, and compliance to ensure high-quality software delivery.
