KSA Integration is seeking a Senior Acquisition Specialist to lead the SOW/PWS writing cell for MCICOM facilities projects at MCB Quantico, VA. You will oversee acquisition documentation and ensure compliance with FAR/DFARS and DoW policy while coordinating with government teams.

The role requires 8–10 years of DoW experience, strong technical writing, and an active secret clearance. Contingent upon award with full-time status and immediate start after contract award.

Qualifications

• Bachelor's degree in business/admin/ acquisition management or related field.
• 8–10 years of DoW acquisition experience with SOW/PWS development.
• In-depth knowledge of FARs, DFARS, and DoW policies; UFC standards.

Responsibilities

• Draft and quality-review SOWs/PWSs for MILCON, FSRM, and demolition programs.
• Coordinate with engineering, environmental and program teams to translate requirements.
• Quality control of cell outputs before Government submission; ensure MCICOM standards.
• Mentor mid-level writers and manage workload to meet monthly targets.
• Support IGCE development with technical inputs as required.

Position Overview:

This position supports the Marine Corps Installations Command (MCICOM) as a Senior Acquisition Specialist. In this role you will be the lead technical writer and quality control authority for the Facilities Directorate’s Statement of Work (SOW) Writing Cell, responsible for producing and overseeing the development of SOW, Performance Work Statements (PWS), and pre-acquisition documentation in support of MCICOM GF facilities projects across the MILCON, FSRM, and demolition portfolios. You will interface directly with Government contracting and program personnel to ensure acquisition documents accurately reflect technical requirements and comply with FARs, DFARS, and DoW acquisition policy. This individual reviews all team deliverables before Government submission and manages workload distribution across the cell.

Anticipated Start Date: Upon Contract Award (Anticipated: Q4 2026)

Position Responsibilities

• Draft and quality-review complex SOWs/PWSs for MILCON, FSRM, and demolition projects. Coordinate with engineering, environmental, and program management teams to accurately capture and translate technical project requirements into acquisition-ready language
• Provide quality control review of all cell outputs prior to Government submission, ensuring compliance with FAR/DFARS and MCICOM writing standards
• Serve as the primary Government point of contact for acquisition documentation status, priorities, and coordination
• Mentor and guide mid-level writers; manage cell workload distribution to meet monthly delivery targets
• Support cost estimating team with technical inputs for Independent Government Cost Estimates (IGCE) development as required

Requirements

Position Requirements:

• Bachelor's degree in business administration, public administration, acquisition management, or related field; advanced degree preferred
• Minimum 8–10 years of DoW acquisition experience with demonstrated expertise in SOW/PWS development for facilities, construction, or engineering programs
• In-depth knowledge of FARs, DFARS, and DoW acquisition policy; familiarity with UFC standards and MILCON/FSRM program requirements
• Strong technical writing, editing, and stakeholder communication skills
• Active Secret clearance required
• Ability to obtain and maintain a DoD Common Access Card (CAC); active Secret clearance (or interim Secret at minimum) required at start of performance and maintained for the duration of the contract

Preferred Skills/Experience

• DAWIA Level II/III certification in Contracting or Program Management, or equivalent DoD acquisition credential
• 15 years of DoW acquisition experience with demonstrated expertise in SOW/PWS development for facilities, construction, or engineering programs

United States of America: $120,000 USD – $140,000 USD
