Job summary

Parallax Advanced Research seeks a Program Manager, Catalyst Collective to lead multiple concurrent construction and secure facility projects across sites. You will manage scope, schedule, budget, risk, and contractor performance, coordinating with construction, engineering, and security experts to ensure accreditation and compliance.

The role emphasizes PMI-standard project controls, ICD 705 alignment, and strong partnerships with government partners. Travel to project locations may be required.

Qualifications

• U.S. citizenship is required.
• Active Secret clearance with ability to obtain Top Secret/SCI.
• Five or more years of program or project management experience.
• Experience managing contractors or external vendors and holding them accountable.
• Ability to lead multiple concurrent projects, coordinate cross-functional teams, and manage budgets and schedules.

Responsibilities

• Plan, execute, and close multiple concurrent construction and facility build-out projects across Parallax sites supporting the Catalyst Collective business vertical.
• Manages each project's scope, schedule, budget, and risk register from initial requirements through occupancy and closeout.
• Build and maintain integrated master schedules, track critical path, and keep projects on time and within budget.
• Prioritize work across the portfolio and recommend tradeoffs to leadership when projects compete for time, funding, or resources.
• Apply PMI standards and disciplined project controls, including change control, earned value tracking where appropriate, and lessons learned.
• Lead project planning and delivery for the design, construction, and accreditation of SCIFs and other secure spaces, incorporating ICD 705 and IC Technical Specifications into requirements and execution.
