Primary duties are to provide planning, estimating, scheduling, engineering, project management and administrative services with a primary work location at NSA Naples (Capodichino) but with temporary travel trips to NSA Bahrain. NSA Bahrain is comprised of four (4) installations known as NSA 1, NSA 2, NSA 3 and Isa Air Base.RESPONSIBILITIES:Be a U.S CitizenHave a valid driver’s licenseEDUCATION and EXPERIENCE REQUIREMENTS:Be (1) a graduate of an accredited college or university with a Bachelor of Science in Engineering, Engineering Technology or Construction Management and having five (5) years of construction scheduling experience, or (2) have 10 years of construction scheduling experience.Scheduling experience shall be for construction projects of varying complexity having construction cost in the range of $25M or greater.Proficient in the use of Primavera P6, Claim Digger, Microsoft Word, Excel, PowerPoint, Outlook, Project and Adobe Acrobat Professional.Experience with planning and coordinating multiple priorities and, when requested, independently develop and provide technical recommendations/solutions regarding scheduling issues and time impacts on complex problems encountered during the development of pre-award construction schedules.Ability to identify potential conflicts and constraints to the construction project and provide recommendations to mitigate potential delays.Experience performing construction schedule analysis including digger programs, analysis of changes to the Critical Path due to construction modifications and delay analysis.Provide latent defect investigation including documenting and coordinating resolution of latent defects that appear after project completion, but within the liability period.Prepare and/or analyze the planning, design and construction schedules for a broad range of projects to include a broad spectrum of project planning, design, and construction projects.Review the scope of individual projects and propose reasonable construction duration to be included in the RFP or solicitation.Develop the Basis of Schedule (BoSE) and professionally present to project sponsors, Senior Leaders, Civil Engineer Corps (CEC) Officers and stakeholders.Provide a complete review of the proposed duration to ensure it is project specific and accounts for all requirements of the contract and site restrictions for Architect-Engineer generated RFPs or designs.Develop a proposed duration to incorporate into the contract if duration is not provided within the AE’s Statement of AE Services.Participate in the Cost Schedule Risk Analysis (CSRA) process as necessary during the planning and design development phases to ensure schedule risks as adequately accounted for in the project plan and budget.Participate in Technical Evaluation Teams (TET) as a non-voting member and as necessary when selection factors involve the submission of a proposed contractor schedule.Review and provide recommendations to the TET Chair.Collaborate with PDC Project Manager to communicate/evaluate proposed initial contract duration with Supported Command during project planning/development/design phases on assigned projects.The Scheduler may be tasked to assist/provide informal schedule workshop/training to FEAD/ROICC personnel.Collaborate with the FEAD/ROICC representatives on the development of a schedule review guide sheet with examples to document the general steps for reviewing baseline construction schedules or monthly progress schedules and for performing schedule impact analyses.POSITION TIMING: Immediate hire upon contract award and completion of all background and security investigations.BENEFITS: Health, Dental, and Vision, 401(k), Vacation, Sick Leave, and 11 Paid Federal Holidays including:New Year’s DayMartin Luther King, Jr. DayPresidents BirthdayMemorial DayJuneteenthIndependence DayLabor DayColumbus DayVeterans DayThanksgiving DayChristmas DayLaredo Technical Services, Inc.
