Black Box in Plano, TX seeks a seasoned Proposal Manager to own the full lifecycle from inquiry to submission. You will lead content creation, coordinate with Sales, Engineering and Delivery, and drive compliance, risk assessment and win themes across proposals.

You will mentor junior writers, run weekly reviews, and continually improve templates, tools, and processes to shorten turnaround times and improve win rates.

• Lead Proposal Development from RFP to publication, including planning, writing, graphics, and submission.
• Capture Management Support: align with Sales on strategy, win themes, and color reviews.
• Content Creation & Management: develop reusable content, resumes, capability statements, branding.
• Compliance & Risk Management: ensure proposal compliance, identify contract, pricing, and risk issues.
• Cross-Functional Coordination: coordinate with sales, engineering, and delivery; plan reviews.
• Pricing & Commercial Support: ensure pricing deliverables meet strategy before submission.
• Process Improvement: refine templates/tools to improve efficiency (e.g., Teams/SharePoint).
• Post-Submission Activities: support BAFOs, negotiations, debriefs, and track win rates.
• Team Leadership: mentor junior coordinators/writers; lead weekly opportunity reviews.

Key Responsibilities

• Lead Proposal Development: Manage the full proposal lifecycle- from initial RFP download and compliance mapping to final publication, formatting, and electronic portal submission. This will include content planning with team of SME, writing/editing, graphics coordination, and production.
• Capture Management Support: Partner with Sales teams and Pursuit Leader on opportunity strategy, win themes, and articulating the value of technical solutions. Contribute to color reviews (Blue/Pink/Red /Gold teams) and lessons learned.
• Content Creation & Management: Develop, customize, and maintain reusable proposal content, boilerplate, past performance narratives, resumes, and capability statements. Ensure consistency with company branding and value propositions.
• Compliance & Risk Management: Ensure all proposals fully comply with solicitation requirements (e.g., formatting, page limits, certifications). Identify risks related to contract terms, SLAs, pricing, subcontractors, and coordinate with sales, engineering, delivery and other SMEs such as legal, finance, risk management.
• Cross-Functional Coordination: Facilitate collaboration with sales, engineering, and delivery teams and plan internal reviews to resolve issues and meet deadlines.
• Pricing & Commercial Support: Coordinate with Sales, pursuit leader and commercial support to ensure all pricing requirements are addressed. Validate that pricing deliverables are accurate, complete, and aligned with the opportunity strategy before submission.
• Process Improvement: Develop and refine proposal processes, templates, tools (e.g., Teams/SharePoint, proposal management software), and best practices to improve efficiency (e.g., rapid turnaround quotes).
• Post-Submission Activities: Support oral presentations, best-and-final offers (BAFO), negotiations, and debriefs. Track win rates and maintain proposal databases (eg. Proposal Library).
• Team Leadership: Mentor junior proposal coordinators/writers; lead weekly opportunity review meetings as needed.
