Qualifications

• Bachelor's degree in Risk Management, Public Safety, Criminal Justice, Public Administration, Law Enforcement, Homeland Security, Safety, or Health and Safety.
• 12+ years total credited experience in safety-related roles.
• 12 years of experience with safety management systems, emergency preparedness, health & safety, and environmental safety in large organizations.
• 5+ years in transportation operations, emergency management, law enforcement, or safety and security.
• 5+ years of executive/senior management experience in safety for public or private sectors.
• Must enroll in the Public Transportation Safety Certification Training Program within 30 days and recertify as required.

Responsibilities

• Develop and implement proactive safety and security strategies to protect customers, workforce, and the public.
• Ensure compliance with FTA, DHS, OSHA, and PTASP requirements.
• Plan, direct, coordinate, and review work; foster a positive team environment; manage labor relations.
• Direct system-wide safety plans, risk assessments, and loss-prevention programs; include PTASP and FRA/ODOT requirements.
• Coordinate approvals for Engineering & Construction from State Safety Oversight, FRA, and FTA; obtain necessary safety certifications.
• Provide leadership over the Safety Department and safety training programs for personnel.
• Act as liaison with regional law enforcement; manage intergovernmental agreements for Transit Police.
• Represent TriMet with government and funding agencies and in community meetings.
• Oversee emergency plans and business continuity processes and training for employees and responders.
• Develop, control, monitor and approve budgets and forecasts for the department; seek cost containment and revenue opportunities.
