Position Title: Safety Program Manager

Salary Range: $173,000 - $189,000

Location: Onsite (Los Angeles, CA)

Position Overview

LAWA has been designated by the California Public Utilities Commission (CPUC) to oversee the operations and maintenance of the LAWA Automated People Mover (APM) and related facilities. LAWA has a long-term contract with LINXS OMJV and Alstom for these services. The Safety Program Manager will oversee safety activities, ensure regulatory compliance, and serve as the on-site representative for the Director of Automated People Mover Systems at LAX.

Essential Job Duties

1. Safety Program Development & Oversight: Monitor and review safety programs, foster a proactive safety culture, conduct safety audits, and report on safety performance.
2. Regulatory Compliance: Interface with CPUC, manage safety plans, ensure compliance with all safety regulations, and support CPUC audits.
3. Technical Oversight: Assess safety performance, review technical work, and collaborate with engineering and operational teams.
4. Training & Communication: Develop safety training programs, facilitate communication among stakeholders, and monitor safety certifications.
5. Incident Management & Reporting: Lead incident investigations, report incidents, analyze data, and recommend preventive measures.
6. Emergency Preparedness: Coordinate emergency response plans, conduct drills, and ensure readiness for emergencies.
7. Hardware/Software Knowledge: Proficiency in Microsoft Office and safety management software.

Qualifications

• Minimum of 15 years of safety management experience in transportation or related fields.
• Deep knowledge of safety regulations (OSHA, FTA, DOT, CPUC, etc.).
• Professional certifications such as CSP preferred.
• Experience in rail transit environments and safety management systems.

Skills and Abilities

• Strong analytical, problem-solving, and communication skills.
• Ability to manage multiple projects and respond to emergencies.

Education

• Bachelor's Degree in Occupational Health and Safety, Engineering, or related field required.
• Master's Degree preferred.

Additional Requirements

• Valid California Driver's License.
• OSHA 30-hour certification or equivalent.
• PTSCTP certification or ability to obtain within two years.

Reporting Structure: The Safety Program Manager reports directly to the LAX Director of Automated People Mover Systems.

Work Environment: Office and field work, exposure to weather, ability to walk, climb stairs, lift up to 20 lbs., and work outside regular hours as needed.
