Job summary

North Carolina State Government seeks a Human Services Program Consultant III to support implementation, performance management, and operational support for behavioral health programs under the Rural Health Transformation Program (RHTP). The role collaborates with LME/MCOs and internal staff to ensure fidelity to the model and grant objectives.

Qualifications

Knowledge of behavioral health service systems or programs serving individuals with serious mental illness.
Ability to interpret and apply federal grant requirements, state policies, contracts, and program guidance to support effective implementation of behavioral health programs.
Ability to analyze program performance, implementation challenges, and quality indicators and develop recommendations to improve service delivery and program outcomes.

Responsibilities

Monitor program implementation and address operational challenges.
Develop reports, conduct analyses, and support quality improvement activities.
Coordinate alignment of contracts, funding, and resources with program goals.
