Job summary

WSP USA seeks a Right-of-Way Program Manager/Project Manager to lead ROW project execution and field operations for utility transmission projects across multiple states. You will plan, staff, budget, coordinate with clients and regulators, and oversee land acquisition and title work.

The role requires strong leadership, extensive ROW experience, and knowledge of IRWA practices; opportunities exist in TX, OK, AR, and LA with a flexible office siting approach.

Qualifications

• Minimum of 7 years of relevant experience in right-of-way, project management, or related field.
• Knowledge of IRWA practices, real estate law, and regulatory permitting processes.
• Additional education, licenses, or certifications (e.g., IRWA training) may be considered.
• ERCOT, SPP, SWEPCO, varying voltages of electric transmission, and LARGE-SCALE experience is a plus for consideration

Responsibilities

• Office and Staff Oversight—select and manage field office operations; hire and release field team members.
• Supervise all project staff, supervisors, and subcontractors; assign and schedule tasks to ensure timely completion.
• Ensure adherence to company policies and project procedures by staff and subcontractors.
• Develop and manage project schedules, budgets, forecasts, and performance metrics.
• Monitor project progress and prepare status reports, including dashboards, risk assessments, and earned value analysis.
• Ensure the quality and accuracy of data from field personnel; assist with public outreach and regulatory approvals.
• Act as primary client contact; communicate status, risks, and updates effectively.
• Oversee land, rights-of-way, easements, licenses, leases, and permits for construction and operation.
• Provide guidance on real estate values and appraisal practices to establish fair market value ranges.
• Ensure accuracy of land rights documents, including damage claims and rights of entry.
• Maintain understanding of legal documents, property values, environmental issues, and permitting requirements.
