Job summary

Jacobs is seeking an experienced ROW Program Lead to support a strategic delivery partner program for a major electric utility serving the Midwest and Eastern United States. The role directs a team of internal Jacobs resources and external delivery partners providing ROW services across multiple capital programs.

You will ensure ROW activities align with client objectives, schedules, budgets, and regulatory requirements, delivering integrated solutions with environmental and permitting scopes.

Qualifications

• Bachelor's degree in Real Estate, Land Management, or related field.
• 10+ years in ROW, land services, or utility projects.
• Led ROW acquisition and land services for large infrastructure.
• Experience managing multidisciplinary teams and external partners.
• Strong knowledge of easement negotiations and title review.
• PMO or large capital delivery experience.
• Excellent communication and stakeholder management.
• Ability to manage multiple projects across dispersed teams.
• Valid driver’s license required.

Responsibilities

• Lead ROW services across transmission, substation, and related projects.
• Coordinate internal staff and external consultants to meet objectives.
• Set delivery strategies, processes, and KPIs for ROW execution.
• Serve as the main ROW contact within SOAR+E and PMO.
• Support development of program-level standards and reporting.
