National Experienced Workforce Solutions (NEW Solutions) partners with the National Park Service to provide experienced professionals for the ESP program in San Francisco. The River Planner role supports river and watershed planning, environmental review and collaboration with public agencies and communities.

The ideal candidate holds an MA/MS in a relevant field and at least 10 years of river planning experience, with travel considerations as needed.

These experienced professionals provide administrative expertise, facilities management, natural and cultural resource planning, and a broad array of other professional skills that support the National Park Service through the Experienced Services Program (ESP).

Qualifications

MA/MS Degree in Outdoor Recreation Planning, Natural Resources Management, River Ecosystem/Hydrology/Geomorphology, Environmental Studies/Planning with minimum additional experience of 10 year(s) in river/watershed planning and management, environmental review and river resource assessment, project management, and stakeholder and partner engagement and negotiation.

• In-depth knowledge and experience in natural resource conservation and outdoor recreation planning and management with advanced knowledge and experience in wild and scenic river planning and management. Demonstrated professional experience in preparing Section 7 wild and scenic river assessments, river and watershed management planning and in natural resource review. Practiced knowledge of the Wild and Scenic Rivers Act and requirements is essential. Strong communication skills and ability to work collaboratively alongside staff supporting a mix of teams comprised of public agency and community interests. Well-developed planning and analysis skills that support the development of river assessments. Exercises considerable professional judgement and initiative.

Duties

Support NPS Community Assistance (RTCA) and Wild and Scenic River planning and management providing specialized technical expertise to NPS staff in river and watershed planning and management across a variety of landscapes and scales. This technical support will help assure protection of wild and scenic river values and resources working alongside NPS outdoor recreation planners, landscape architects and natural resource specialists. In addition, this technical expertise will enhance river and waterway planning as part of NPS community assistance.

• Provide technical assistance and specialized expertise to NPS staff in wild and scenic river planning and management. Engage as a technical expert in reviewing water resource projects, writing wild and scenic river assessments, and coordinating with NPS staff on final determination, promoting sound management and protection of WSR resources and values. Research, collect, organize, and share relevant findings, information, and data.70%
• Assist staff engaged in river and watershed planning as part of NPS community assistance (RTCA) through research, sharing of best practices, and technical assistance to leverage community-based river and waterway recreation and conservation.10%
• Share and update river planning tools and resources that facilitate wild and scenic river planning and management and inform river access planning and river and watershed conservation. Research, collect, and organize relevant findings, information, and data.10%
• Support NPS in conducting and participating in meetings with staff, agencies, partners, and community groups to facilitate information sharing, efficiencies, and cooperation across public and private partners. Facilitate communication and sharing of information and resources both internally and externally supporting program needs. Prepare briefing statements, and summaries of work.10%
