Scope of Work:
The Department of Finance seeks a highly-skilled Safety Contractor for its Division of Risk Management.
Duration: 1 year+ (excellent chance of extension)
Location: Rockville, MD- Hybrid
The position will support the County’s Safety Manager to review safety processes and policies; collaborate to develop and implement an ideal strategy for the Safety and Occupational Health program for the next five (5) years; review current trainings and suggest additional trainings; consult on overall Safety Program goals and planning; and coach employees on conflict resolution and problem solving.
Specific duties include:
1. Review safety processes and policies for County departments and offices; edit and rectify versions as determined through review; and develop timelines and schedules for the frequency of updates to department’s and office’s safety processes.
2. Collaborate with County’s Safety Manager to identify the methodology to manage resources, connect with operating departments, and assist to develop and implement an ideal strategy for the Safety and Occupational Health program for the next five (5) years.
3. Advise and coach employees on successful management strategies including problem solving and conflict management and resolution.
4. Collaborate with County staff on the County’s "Heat Stress" program in areas such as writing communications and programming, training, and documenting these areas for the County related to the new Maryland Occupational Safety and Health (MOSH)regulation to protect County employees who are exposed to high heat stress.
5. Review County’s current trainings; develop a catalog of available classes; identify any gaps in available training classes and suggest additional trainings, including the training approach and multiple options; develop a Worksite Safety Coordinator (WSC) compliance training module including Power Point presentation; and create a process to hold departments’ WSCs accountable for incomplete trainings.
6. Consult and advise on steps and processes to resume the County’s Safety Program in a manner similar to what the County had in calendar year 2022 – pertinent documentation will be provided; identify current and potentially new Safety Program goals; and develop the plan to reach these goals.
7. Evaluate in conjunction with County staff if there is value in consolidating the County’s multiple safety programs (Jobsite Safety Analysis, Self Insurance Program, Safety Data Sheets, training, etc.) into one platform with web-based access.
Contract staff will work side-by-side with County staff to facilitate knowledge transfer.
The County will be conducting a background check on the desired candidate and reserves the right to review and make final decisions as it pertains to staff and their replacement.
Qualifications Required:
Experience in reviewing and updating safety processes and policies for a public entity similar in size to Montgomery County, MD.
Experience in collaborating to identify the methodology to manage resources, connect with operating departments, and assist to develop and implement an ideal strategy for Safety and Occupational Health programs.
Experience consulting and advising on steps and processes to enhance a jurisdiction’s Safety Program and to identify current and potentially new Safety Program goals and develop the plan to reach the Safety Program goals.
Experience in developing reviewing safety-related trainings, identifying any gaps in available training classes, and suggesting additional trainings such as compliance training modules and processes to hold departments accountable for incomplete trainings
Experience advising and coaching on successful management strategies including problem solving and conflict management and resolution.
