SUMMARY: We are seeking a motivated and service-focused Workforce Services Representative to support individuals participating in the federal Reemployment Services and Eligibility Assessment (RESEA) program in achieving their employment and career goals. Under general supervision, this role provides individualized career guidance, employment services, and resources to Unemployment Insurance (UI) claimants who may face barriers to employment, helping promote successful and timely reemployment. In this role, you will facilitate engaging workshops, provide career guidance and case management, connect participants with employment and training opportunities, and collaborate with community and Ohio Means Jobs (OMJ) Center partners to help remove barriers to employment. The ideal candidate is an excellent communicator, organized, resourceful, and passionate about making a meaningful impact in the lives of job seekers.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
Conducts Workshop Sessions when RESEA participants are present:
  • Plan and coordinate workshop logistics, schedules, agendas, room setup, and presentation formats.
  • Develop workshop materials, handouts, and presentations using applicable software.
  • Identify and notify participants and guest speakers; distributes workshop communications.
  • Track participant attendance, evaluations, training outcomes, and completion of needs assessments.
  • Collaborate with OMJ Center Partner Agencies to develop workshop goals and delivery strategies.
  • Facilitate workshops tailored to participant needs and employment goals.
  • Evaluate workshop effectiveness, identifies learning trends, and recommend improvements.
  • Collect and analyzes participant training needs and suggested workshop topics.
Delivery of Program Services:
  • Provides RESEA services, including participant outreach, scheduling, and attendance tracking in the ARIES system.
  • Assist participants in developing Individual Employment Plans (IEPs) to address employment barriers.
  • Connect participants with community-based and OMJ Center Partner Agency support services.
  • Follows up with participants to ensure completion of required supplemental activities.
Services RESEA Participants Accounts:
  • Register and update jobseeker’s information and service activities in the ARIES system.
  • Interview participants to assess skills, interests, readiness, work history, and barriers to employment.
  • Develop individualized employment plans (IEPs) to support employment and training goals.
  • Provide labor market information, employment guidance, and job search assistance.
  • Use OhioMeansJobs.com to connect job seekers with employment opportunities and employers.
  • Provide job referrals and follows up with participants regarding referrals and employment opportunities.
  • Document participant placements, services, and case management activities in ARIES.
  • Identify post-employment training opportunities and assistance with OhioMeansJobs.com, resumes, and career assessments.
Provides General Orientation to RESEA Participants:
  • Serve as the initial greeter for RESEA participants and provides general information about OMJ Center Partner services.
  • Distribute informational materials and resources to RESEA participants.
  • Schedule customers for group orientation sessions.
  • Refer customers to the Resource Room and/or appropriate OMJ Center Partners based on their needs.
  • Assist with group presentations to orient RESEA participants to available OMJ Partner services.
  • Develop knowledge of services provided by OMJ Center Partners.
  • Support the delivery of Workforce Innovation and Opportunity Act (WIOA) Career Services to adults and dislocated workers.
  • Provide information and referrals to help customers access workforce development, employment, and training services.
  • Other duties assigned.

EDUCATION and/or EXPERIENCE:
  • Associate’s degree required and bachelor’s degree is preferred in business, social or a behavioral science or public administration program.
  • Three (3)years’ experience in a government office support role is preferred.
  • Past work as a Case Manager or Social Worker or equivalent title is preferred.
  • Knowledge of how government services are funded and delivered to a public workforce development program is helpful.
  • Must be willing to attend all training offered by the State and the SAMWACOG specific to RESEA program delivery and agree to the responsibilities associated with this position.
  • Must possess a valid driver’s license with driving privileges in the State of Ohio or have reliable means of transportation if accommodated under the ADA.
Knowledge, Skills and Abilities (“Knowledge” can be developed after employment)
  • Knowledge of U.S. Department of Labor rules, policies and procedures as they apply to workforce development programs.
  • Knowledge of the WIOA rules, regulations and eligibility standards.
  • Ability to gather, collate and classify information in accordance with applicable rules, regulations and guidelines.
  • Knowledge of WIOA Individual Training Account vouchers, on-the-job training (OJT) contracts, and customized training programs.
  • Knowledge of basic economic development terms and data collection methods.
OTHER SKILLS AND ABILITIES:

Personal computer literacy required, including effective use of the Internet, e-mail, video conferencing (Zoom, Teams) and Microsoft Office (Word, Excel, PowerPoint, and Outlook).

PHYSICAL DEMANDS:

While performing the duties of this job, the employee is regularly required to walk, sit, talk, and hear. The employee must occasionally lift and/or move up to 25 pounds.
