Job summary

Arizona Department of Administration seeks a Wastewater Operations Manager at the Central Office in Phoenix to oversee water resource management and environmental utility compliance for the agency. You lead hydrology efforts, monitor water rights, and ensure SDWA and CWA regulatory compliance across state parks’ water and wastewater facilities.

The role coordinates with ADEQ and ADWR, develops SOPs, and oversees treatment facilities.

Qualifications

  • Bachelor’s degree or major coursework in hydrology, geology, water resources management, natural resource management, environmental science, or a related field.
  • 3–5 years of work experience within a regulated water utility, resource management section, or a regulatory environmental agency (e.g., ADEQ, ADWR, EPA).
  • Possession or preferred pursuit of ADEQ licensed Grade 3 operator certifications across water treatment, distribution, wastewater treatment, and collection disciplines.
  • Licensed Hydrologist.

Responsibilities

  • Operate and maintain a statewide network of environmental monitoring equipment collecting water resource data.
  • Determine equipment placement to protect historic water rights and ensure data accuracy; conduct O&M inspections of utilities at least annually.
  • Serve as primary liaison between the agency and ADEQ; track utility compliance and maintain water quality records; develop SOPs.
  • Work with the Attorney General's Office to defend historic water rights; attend court proceedings and prepare supporting data.
  • Represent the agency in water rights negotiations and advise on climate, legislative impacts, and resource protection planning.
