Job summary

The Minnesota Department of Human Services is seeking a Waiver Policy and Compliance Supervisor in St. Paul to oversee HCBS waiver policy development, compliance, and related system changes.

The role leads cross-functional teams, aligns policy initiatives with federal and state requirements, and provides executive-level guidance to ensure program sustainability and waiver plan implementation across counties and Tribal Nations.

Qualifications

• Demonstrated leadership experience suitable for a supervisor role.
• 4 years of professional work experience in HCBS, waiver policy or legislative processes.
• Knowledge of LTSS, HCBS standards, and policy development.
• Understanding of federal and state policies and laws affecting stakeholders

Responsibilities

• Supervise and develop professional staff responsible for implementing, maintaining, and advancing home and community-based services (HCBS) waiver policy and related system changes.
• Coordinate work across multiple DSD and DHS teams including waiver policy, fiscal policy and analysis, federal relations, licensing, provider enrollment, and the Office of Inspector General (OIG).
• Lead cross-functional policy and operational initiatives that affect waiver plans, service delivery systems, and statewide implementation.
• Balance competing priorities, allocate resources, coordinate workloads, and ensure timely, consistent, and accountable work products during periods of significant policy, legislative, and systems change.
• Establish strategic division priorities and represent the division on complex, high-visibility issues involving executive leadership, legislative initiatives, CMS requirements, and cross-administration coordination.
• Lead strategic initiatives that impact multiple statewide programs, including federally approved waiver plans, and provide organizational leadership to support counties, Tribal Nations, and providers in implementing and complying with enacted legislation, federal requirements, and waiver plan provisions.
• Remove systemic barriers, promote organizational alignment, and ensure policy and operational decisions advance DHS strategic priorities and long-term program sustainability
