Job summary

The Texas Health and Human Services Commission seeks a Program Specialist V to support LTSS policy development in Medicaid waivers and related programs. You will deliver senior-level consultative services, analyze complex policy issues, and provide guidance to staff and stakeholders.

Responsibilities include preparing updates, briefings, and policy materials, and coordinating with diverse groups to implement reforms.

Qualifications

• Knowledge of Medicaid HCBS waiver programs or long-term care policies.
• Ability to synthesize technical information into clear documents for leadership and the public.
• Strong written and verbal communication for executive briefs and reports.

Responsibilities

• Develops and revises waivers, state rules, policies, amendments, and plans for LTSS programs.
• Researches, analyzes, and evaluates complex Medicaid LTSS program issues.
• Leads projects and initiatives, recommending improvements to program operations.
• Serves as a subject-matter expert, interpreting policies for staff and stakeholders.
• Coordinates with internal and external stakeholders to resolve issues and identify training needs.
• Prepares high-quality written updates, summaries, and presentations for leadership.
