Job summary

PhoenixTeam is seeking a Technical Product Manager for IT Operations & Security within a large federal technology program. You will own the roadmap for the Operations workstream, balance 3–4 in-flight projects, and coordinate with the VA Operations lead to align priorities, staffing, and milestones.

You will evaluate candidate qualifications for infrastructure, security, and DevSecOps roles, help shape cost proposals, and ensure cross‑portfolio consistency.

Qualifications

• Experience building and maintaining a product/project roadmap and prioritizing a multi-project portfolio based on ROI, risk, and stakeholder input.
• Experience managing multiple concurrent projects with competing timelines, dependencies, and resource constraints.
• Experience reviewing technical resumes and assessing candidate qualifications in partnership with technical leads.
• Experience contributing to cost proposals, estimates, or statements of work with lessons learned from prior projects.
• Strong working knowledge of Agile delivery practices and tools such as Jira and Confluence.

Responsibilities

• Serve as the primary contact and relationship owner with the VA Operations lead, building trust and collaboration.
• Maintain and refine a prioritized roadmap across approximately 15 Operations projects, considering ROI, risk, and mandates.
• Facilitate prioritization discussions with data-driven recommendations and clear trade-offs.
• Manage 3–4 concurrent in-flight projects from initiation through delivery, coordinating with engineers and leads.
• Assess staffing needs and evaluate resumes for infrastructure, security, and DevSecOps roles.
• Support development of cost proposals and ROM estimates for new Operations projects.
• Identify, track, and manage risks, issues, and dependencies across the portfolio and communicate impacts.
