Job summary

State of Maine’s Department of Administrative and Financial Services, Office of State Procurement, seeks a Systems Analyst for IT Procurement in Augusta. The role focuses on analysis, design, and implementation of complex application systems within procurement, liaising with customers, vendors, and IT teams to meet business needs.

You will navigate RFPs, RFQs, and related documents, ensuring policy adherence and successful project delivery while leveraging SDLC knowledge and strong communication

Qualifications

• Four-year combination of programming and/or systems analysis experience.
• Masters degree may substitute for two years of programming experience.
• Preference for procurement experience with contracts and RFPs.
• Experience collaborating with vendors and IT teams throughout SDLC.

Responsibilities

• Analyze procurement documents: RFP, RFQ, RFI, contracts, amendments, vendor terms, DUAs, MOUs.
• Evaluate technical solutions and coordinate with Application Development teams.
• Participate on RFP writing/evaluation teams and coordinate processes.
• Engage with OIT and vendors to ensure policy adherence and project success.
