Job summary

State of Maine, Department of Administrative and Financial Services, Office of State Procurement Services, IT Procurement, seeks a Systems Analyst to support technology procurement. You will analyze procurement documents, evaluate solutions with development teams, and ensure policy adherence across projects.

Responsibilities span requirements, design, testing, and deployment, with liaison duties among customers, vendors, and the OIT.

Qualifications

• Four-year combination of higher-level programming and/or systems analysis and design experience.
• Masters Degree from an accredited institution in Computer Science may substitute for two years of programming experience.

Responsibilities

• Analyze and document procurement documents (RFP, RFQ, RFI, contracts, amendments, T&Cs, DUA, MOU).
• Evaluate technical solutions and assist with procurement through Application Development teams.
• Coordinate or participate in RFPs, evaluations, and appeals as needed.
• Leverage SDLC experience across requirements, design, testing, deployment, and policy verification.
