Job summary

Washington State Health Care Authority is seeking a Health Care Program Manager to lead the Forensic Housing and Recovery through Peer Services (F-HARPS) program, plus Tribal and Crisis Housing Vouchers. You’ll oversee contracts, budgets, policy, data, and quality improvement, with statewide scope across Washington.

The role is full-time, remote, with occasional travel within Washington and residency required on day one.

Qualifications

• statewide health care program management experience.
• ability to translate policies into plans and measurable objectives.
• strong understanding of contracts, budgets, and resources.

Responsibilities

• Serve as the primary expert for F-HARPS, Tribal Housing Vouchers, and Crisis Housing Vouchers.
• Develop, execute, and manage contracts with behavioral health providers and BHASOs.
• Update contracts and allocate resources based on needs and feedback.
• Provide presentations related to implementation plans for policymakers and partners.
• Formulate statewide policy and strategic direction for forensic housing services.
• Lead Trueblood-related housing initiatives to ensure access to services.
• Manage multi-million-dollar contracts under Trueblood.
• Act as primary contact for program services and consultative expertise.
• Ensure programs adhere to SAMHSA Permanent Supportive Housing model and requirements.
• Develop policies for Forensic HARPS teams.
