Job summary

Empower Community Care is seeking a Director, State System Partnerships to lead multi-program, multi-year public-sector engagements across priority states. You will own a defined book of state relationships, shape account plans, and drive complex enterprise sales from executive engagement to contract close.

This remote, national role emphasizes policy fluency, funding knowledge, and cross-functional orchestration.

Qualifications

• Ten or more years of combined public-sector, government or policy, and enterprise commercial selling experience.
• Track record of closing multi-year public-sector contracts with system-level buyers.
• Experience with juvenile justice, child welfare, behavioral health, human services, Medicaid or education.
• Command of government procurement, contracting vehicles and public funding mechanisms.
• Policy fluency: able to read legislative, appropriations and budget cycles.
• Executive credibility with senior public officials; ability to navigate agency politics with discretion.
• Cross-functional pursuit teams coordination without direct authority.
• Willingness to travel regionally and nationally.

Responsibilities

• Lead full enterprise sales cycles with state and local government.
• Position Empower's platform as an integrated, statewide solution.
• Coordinate with government relations and delivery teams to win contracts.
