Job summary

CAI is seeking a Director, Business Development - State Government, to lead growth strategy and capture for state agencies, higher education, and related public sector clients. The role drives market analysis, pipeline development, and proposal leadership from market analysis through award, with pre-sales activities and RFP shaping.

The position is full-time and remote (EST/CST preferred), with 15–20% travel for client meetings and events; reporting to the VP, Public Sector.

Qualifications

• 10+ years of State Government professional services experience
• Strong knowledge of state government procurement and cooperative contracting
• Proven ability to build relationships across agency stakeholders and multi-year sales cycles
• Strong proposal writing, editing, and win-theme development
• Experience coordinating cross-functional teams under bid deadlines
• Strategic, analytical, and problem-solving skills
• Familiarity with procurement intelligence tools and CRM

Responsibilities

• Lead growth strategy and pipeline development for the State Government portfolio
• Identify and qualify new agency targets and build state government pipeline
• Oversee bid efforts end-to-end and coordinate with Proposal Development Center
• Drive pre-bid activity, client outreach, and capture planning
• Develop and deliver capability briefs, win themes, and proposal narratives
• Develop cross-sell opportunities across CAI’s account teams
