Job summary

TeleSolv Consulting, LLC is seeking an experienced SNAP EBT Planning Consultant to support planning, procurement, implementation and testing of South Dakota’s EBT services. The consultant will manage timelines, ensure government deadlines are met, and collaborate with stakeholders throughout RFP processes and testing activities.

Qualifications

• Experience planning, procurement, and testing of government IT projects.
• Familiarity with FNS Handbook 901 and federal regulations.
• Ability to develop evaluation criteria and test plans.

Responsibilities

• Review the SNAP EBT RFP and draft revisions to meet federal requirements and Quest operating rules.
• Research and incorporate SD business and technical requirements into updated RFPs.
• Develop and maintain a comprehensive project timeline with milestones and deliverables.
• Participate in project calls for re-procurement and Advanced Planning Documents.
• Assist in evaluating changes issued by the Government and document recommendations.
• Create and implement a proposal-evaluation plan with pricing, scoring, and training materials.
• Prepare evaluation materials, training documents and award summaries.
• Coordinate evaluator training onsite or virtually.
• Develop IAPD components and related governance documents.
• Ensure documents comply with current regulations and provide comprehensive test administration.
