Dhaka Technologies Limited Company is seeking a SNAP EBT Planning Consultant to guide a state human services agency through the re-procurement of its EBT services. The consultant will update the EBT RFP, develop the IAPD, coordinate with USDA FNS, and manage timelines to meet deadlines.

The engagement covers RFP updates, evaluation design, testing planning, and training activities, with close collaboration to the agency leadership and the EBT processor.

Qualificações

• 10+ years in consulting, program management or procurement for state human services.
• Direct experience with SNAP EBT for a state agency.
• Knowledge of 7 CFR Part 274 and FNS guidance.
• Experience writing federal IAPD/IAPDU.
• Experience leading EBT procurements or transitions.
• Excellent writing and ability to produce federally compliant documents.
• Available for full engagement starting Jan 1, 2027.

Responsabilidades

• Develop and maintain the project timeline for EBT re-procurement.
• Review SNAP EBT RFP and draft updates for federal requirements.
• Document business/technical requirements into the RFP.
• Coordinate with USDA FNS and EBT processor on evaluations.
• Develop evaluation criteria, scoring, and cost structures.
• Prepare training materials and compile scores for final award.
• Prepare IAPD and updates with required components.
• Prepare a comprehensive Test Plan per FNS Handbook 901.
• Manage testing processes and coordinate with EBT processor.
• Lead SAT and oversee tests and regression.
• Train state staff for user acceptance testing.
• Evaluate test results and prepare written evaluation for FNS.
