Job summary

Vitaver & Associates, Inc. is seeking an EBT Planning Consultant for a remote role with periodic travel to Pierre, SD. The assignment involves reviewing SNAP EBT services RFPs, aligning with federal requirements, and coordinating with USDA/FNS on re-procurement efforts.

You will develop updated RFP drafts, design evaluation plans and scoring criteria, and prepare training materials for the evaluation team, ensuring compliance with federal procurement regulations and 2018 Farm Bill updates.

Qualifications

• Experience with SNAP EBT systems and federal compliance requirements.
• Experience drafting RFPs and aligning with procurement regulations.
• Experience developing IAPD per FNS Handbook 901.
• Experience coordinating EBT system testing (various types).
• Experience creating evaluation criteria and training materials.

Responsibilities

• Review and draft updated SNAP EBT Services RFPs to meet federal requirements.
• Prepare updated RFP drafts based on research and client needs.
• Participate in calls with USDA/FNS on re-procurement and APD.
• Assist the client with implementing USDA/FNS recommendations.
• Develop evaluation plans, pricing structures, and scoring methodologies.
• Create technical and cost evaluation criteria for bidder selection.
• Prepare training materials for the evaluation team.
