Northrop Grumman invites applications for the Enterprise Skills-Based Talent Development Manager 2. The role designs and implements a governance model for skills-based talent development across the enterprise, partnering with HR, business leaders, and COEs to embed skills in job architecture and talent systems.

This position will be virtual remote and can be performed anywhere within the continental United States, with teleworking arrangements subject to change based on business needs.

Qualifications

• Bachelor’s degree with 8+ years of HR, talent or organizational development experience.
• Experience leading large-scale workforce transformation initiatives in a matrixed environment.
• Demonstrated ability to design governance structures across multiple stakeholder groups.
• Strong stakeholder management, communication, and facilitation skills.

Responsibilities

• Design and maintain NG’s skills-based talent development governance model.
• Define enterprise and functional skills taxonomies, proficiency levels, and role profiles.
• Partner with HR technology teams to integrate skills structures into talent platforms (Workday/Eightfold/Talent Design).
• Lead working team governance, including assignments and reporting.
• Translate business strategy into skills-based roadmaps and prioritized initiatives.
• Identify critical roles and mobility strategies for transformation.
• Evolve from role-based to skills-based talent practices.
• Engage HR partners and COEs to co-create the model and secure sponsorship.
• Develop change-management approaches and lead workshops with leaders.
• Define metrics with analytics to drive continuous improvement.
