Job summary

Lumen is seeking a Senior Lead Project Controls Specialist to shape resource planning and expenditure governance across Custom Networks and CN Shared Resources. You will build data-driven models linking demand with workforce supply, and partner with leaders across engineering, finance, and product to mitigate risks and optimize delivery.

You will develop scenario frameworks and scalable dashboards, translating complex data into clear, action-oriented recommendations for senior leadership.

Qualifications

• Bachelor’s degree required in a related field.
• Eight or more years in project controls, resource planning, or related field.
• Experience building resource models, capacity plans, and dashboards.
• Strong governance and cross-functional dependency knowledge.
• Advanced Excel and Power BI skills for scalable models.
• Experience preparing executive-level updates and recommendations.

Responsibilities

• Lead short-, medium-, and long-term resource planning across project teams and functions.
• Build and maintain resource supply-and-demand models reflecting workloads, vacancies, and capacity.
• Develop scenario-planning frameworks, dashboards, and reporting views for demand, utilization, and risks.
• Identify gaps and risks; recommend practical options to support commitments.
• Align resource plans with project schedules, planning cycles, and priorities.
• Facilitate cross-functional planning and governance sessions; validate assumptions and actions.
• Translate data outputs into concise recommendations for senior leaders.
• Improve planning standards, data quality, and forecast reliability.
• Develop deployment-driven revenue realization schedules aligned with milestones.
