Lumen is seeking a Senior Lead Project Controls Specialist to drive resource planning and Opex governance for Custom Networks and CN Shared Resources. In this highly visible role, you’ll build data‑driven models linking demand with workforce supply and delivery capacity.

You will partner across controls, programs, operations, engineering, finance, products, and leadership to identify gaps, forecast risks, and provide actionable recommendations.

Qualifications

• Eight or more years of experience in project controls, resource planning, or related governance.
• Proven ability to build resource models, capacity plans, and workload forecasts.
• Experience delivering planning dashboards and scenario analyses for executives.
• Strong grasp of cross‑functional dependencies and governance routines.
• Advanced Excel and Power BI skills for scalable models and reporting views.
• Experience with executive updates and actionable recommendations.

Responsibilities

• Lead short-, medium-, and long‑term resource planning across project teams and functions.
• Build models reflecting workloads, vacancies, contractor needs, skills, and capacity.
• Develop scenario frameworks, dashboards, and reports showing demand, utilization, and risks.
• Identify gaps and risks; propose practical options to meet commitments.
• Align resource plans with project schedules, annual planning, and priorities.
• Facilitate cross‑functional governance sessions to validate assumptions and actions.
• Translate data outputs into concise recommendations for senior leaders.
• Improve planning standards, data quality, and forecast reliability.
• Develop deployment‑driven revenue realization schedules for leadership and finance.
