Job summary

Lumen is seeking a Senior Lead Project Controls Specialist to shape resource planning and Opex governance for Custom Networks and CN Shared Resources. You will develop data-driven models connecting demand with workforce supply and delivery capacity, partnering with diverse teams to optimize resource alignment.

You will translate complex data into actionable leadership recommendations, drive scenario planning, and strengthen forecast reliability while maintaining governance and reporting

Qualifications

• Bachelor's degree or higher in a related field.
• Eight or more years of experience in project controls, resource planning, or related discipline.
• Experience building resource models, capacity plans, dashboards, and scenario analyses.
• Strong understanding of cross-functional dependencies and governance.
• Advanced proficiency in Excel and Power BI with scalable models and dashboards.
• Experience preparing executive-level updates and actionable recommendations.
• Ability to influence without direct authority in a changing environment.
• Experience in telecommunications, technology, network deployment, or large capital programs.

Responsibilities

• Lead short-, medium-, and long-term resource planning across project teams and business functions.
• Build and maintain resource supply-and-demand models reflecting workloads, priorities, vacancies, contractor needs, skills, and capacity constraints.
• Develop scenario-planning frameworks, dashboards, and reporting views for visibility into demand, utilization, and risks.
• Identify resource gaps and capacity risks; recommend practical options to support commitments.
• Partner with leaders to align resource plans with project schedules and planning cycles.
• Facilitate cross-functional planning and governance sessions to validate assumptions and mitigation actions.
• Translate data and models into concise, action-oriented recommendations for senior leaders.
• Improve planning standards, data quality, reporting cadence, and forecast reliability.
• Develop deployment-driven revenue realization schedules tied to deployment milestones.
