GovCIO is seeking a Senior Financial and Budget Analyst to support DHS ICE, focusing on budget formulation, execution, and data-driven decision making. The role involves strategic guidance, portfolio analysis, and high-level briefings for internal and external stakeholders in a fully remote setting.

The ideal candidate brings 10+ years in federal finance, strong program planning skills, and the ability to lead a team of analysts in a fast-paced environment.

Qualifications

• Bachelor’s Degree (or commensurate experience).
• 10+ years of experience in dynamic customer delivery environments.

Responsibilities

• Provide strategic/programmatic guidance and portfolio management to stakeholders.
• Participate in budget formulation and execution processes.
• Provide briefings and guidance to senior internal and external stakeholders.
• Develop and use costing data and program analysis to capture financial savings.
• Capture budget requirements, analyze portfolio issues, and lead resolution activities.
• Develop financial management deliverables (white paper, risk assessment, etc.).
• Analyze candidate projects to ensure justified, prioritized, and valuable outcomes.
• Assist in Multi-Year Planning activities.
• Coordinate Budget Formulation exercises with stakeholders.
• Develop leadership briefings to elicit budget/project risks.
• Monitor year-end budget execution and fund obligations.
• Lead analysis of budget needs and new requirements.
• Collaborate to adapt to changing requirements and provide timely solutions.
• Translate complex issues into clear narratives; synthesize information into visuals using PowerPoint.
