Job summary

GovCIO is seeking a Senior Financial and Budget Analyst to support DHS ICE with budget formulation, execution, data analysis and dashboard development. This fully remote position requires strong program management, financial analysis and communication to senior stakeholders.

The role emphasizes independent work in a fast-paced government delivery environment and may require DHS-related clearances. Competitive salary and comprehensive perks are offered.

Qualifications

• Bachelor’s Degree (or commensurate experience).
• 10+ years of experience in dynamic customer delivery environments; 2 years may be reduced for a Master’s Degree.

Responsibilities

• Provide strategic/programmatic guidance and portfolio management to stakeholders.
• Participate in budget formulation and execution processes.
• Provide briefings and guidance to senior internal and external stakeholders.
• Develop and use costing data and program analysis to capture financial savings for the client mission.
• Capture and/or create required budget requirements and analyze portfolio/project issues.
• Develop financial management deliverables (white paper, issues paper, risk assessments).
• Analyze candidate projects to justify, prioritize, and structure value.
• Assist in Multi-Year Planning (MYP) activities.
• Coordinate Budget Formulation exercises with stakeholders.
• Develop leadership briefings to elicit budget/project risks and issues.
• Monitor execution year budget figures and ensure funds obligate on time.
• Lead analysis of budgetary needs and responses to align with mission.
• Collaborate to analyze changes in requirements and propose expedient solutions.
• Translate complex issues into a clear narrative using advanced writing skills.
• Prepare meeting agendas and create concise visualizations in PowerPoint using advanced skills.
