Job summary

TDLR is seeking an Enforcement Investigator III-Field to perform complex investigative work, including interviewing witnesses, gathering records, and preparing detailed reports for prosecutors.

This home-based role serves the Dallas/Fort Worth area with field travel and collaboration with local, state, and federal agencies. Requires knowledge of trafficking indicators, investigative methods, and the ability to testify at administrative hearings.

Qualifications

• Thorough knowledge of investigative methods, evidence collection, and agency policies and procedures relevant to investigations; and of the statutes and rules governing the industries regulated by the agency.
• Knowledge of indicators of possible human/labor trafficking.
• Working knowledge of administrative law proceedings and the associated legal documents.
• Skill in conducting complex investigations by personal contact, telephone, correspondence, and examination of records.
• Skill in interviewing complainants, witnesses, and suspected violators, using appropriate questioning techniques.
• Skill in the use of standard office equipment and software including Word, Excel, PowerPoint, Teams, Legal Files, internet and email applications.
• Effective communication skills in telephone, in-person, written, and public speaking contexts.
• Ability to gather and report facts; to conduct multiple statutory program investigations; and to write a detailed investigation report.
• Ability to interpret and explain rules and statutes; apply provisions of the law; and perform internet research.
• Ability to interview survivors of sexual assault and/or trafficking victims; conduct undercover operations; and conduct covert surveillance.
• Ability to plan a course of action to meet changing situations.

Responsibilities

• Analyses assigned cases to develop an investigative plan and conducts complex investigations.
• Conducts criminal background and personal history investigations; interviews primary witnesses and respondents; identifies indicators of trafficking.
• Collects and maintains evidence; reviews with witnesses to confirm authenticity and relevance.
• Performs internet research to gather background information on individuals, entities, and events.
• Travels for on-site investigations and inspections; coordinates with partners on investigations and stings.
• Writes detailed reports of investigation in the approved format for prosecutor referral; documents indicators of trafficking observed.
