Job summary

ICF is seeking an experienced Senior Energy Transmission Regulatory Specialist to lead environmental planning and permitting for power transmission and utility projects across California and the western states. This remote role emphasizes CEQA/NEPA compliance, client management, and successful project delivery.

The role requires strong leadership, business development, and mentoring abilities within a collaborative team.

Qualifications

• 8+ years of related professional work experience.
• Experience with NEPA and CEQA compliance.
• Experience working with California Public Utilities Commission (PUC) requirements.
• Experience working with agencies (local, state, and federal), electric transmission service providers, utilities and other energy companies, and transportation entities.
• Strong project management experience in private consulting firms.
• Business development experience and willingness to engage in business development.

Responsibilities

• Serve as a principal project manager or task manager for environmental compliance of development and infrastructure projects.
• Manage a portfolio of clients with multiple projects, balancing environmental, permitting, schedule, and client priorities.
• Lead environmental review and permitting strategy for multiple utility infrastructure projects.
• Coordinate with project managers, engineers, construction teams, and regulatory agencies to support project delivery.
• Maintain understanding of CEQA and NEPA, including staying up to date on case law.
• Manage and author deliverables and project schedules with budgets.
