Job summary

The Oregon Department of Justice is seeking a Senior Contracting Officer to lead procurement activities across the ASD division. You will review requests, select appropriate procurement methods, and provide guidance on statutes and rules affecting contracts with public entities and private providers.

Qualifications

• The candidate will have experience planning, negotiating, procuring and closing procurement lifecycles.
• Strong knowledge of public procurement principles, ethics, laws, rules, and guidelines.
• Experience with meetings with management, customers/end-users, and contract providers to resolve problems.
• Experience ensuring accuracy in statements, invoices, PO, quotes, etc.
• Knowledge of OregonBuys or similar e-procurement systems.
• Experience with document management systems and MS Suite.

Responsibilities

• Provides input to planning, coordinating, contracting, and procurement.
• Procures goods and services within policy and statutory authority using RFPs, RFIs, RFQs, bids and interagency agreements.
• Develops contracts translating needs into written terms and bid specs.
• Documents changes during contracting and prepares addenda.
• Ensures procurement processes comply with laws and policies.
• Evaluates bids for compliance and leads bid evaluation sessions.
• Negotiates contracts and manages contract lifecycle.
• Collaborates with other agencies on interagency agreements and data exchanges.
• Provides training on laws and procedures related to public purchasing and contracting.
