Job description

  • Provide input to the DPO and other program personnel in planning, coordinating, contracting, and procurement
  • Procure goods and services using RFPs, RFIs, RFQs, ITBs, intergovernmental agreements, and interagency agreements
  • Develop contracts by translating agency needs and requirements into written contracts, bid terms, and conditions
  • Document requirement changes and prepare bid addenda
  • Ensure procurement and contracting processes comply with legal and statutory requirements
  • Evaluate bids and proposals, lead evaluation sessions, tabulate and interpret results, and make contract awards
  • Negotiate or assist with negotiation of contracts and agreements for costs and services
  • Manage the full contract lifecycle
  • Develop complex contracts with DOJ-specific terms, multiple funding sources, legislative, federal program, and grant requirements
  • Collaborate with state agencies to develop interagency agreements and procurement contracts
  • Negotiate, draft, and maintain data-exchange agreements
  • Negotiate and draft/review fee-for-service agreements with state agencies
  • Draft cooperative agreements with counties and District Attorneys
  • Exercise delegated authority to conduct solicitations, award and execute contracts, amend contracts, and administer contracts
  • Interpret funding guidelines, regulations, and policies and incorporate them into agreements
  • Communicate with Assistant Attorneys General for legal advice, review, and sufficiency sign-off
  • Recommend changes to agency directives and procedures
  • Assist staff in translating program requirements into contract terms and bid specifications
  • Provide technical expertise to Operations and agency staff
  • Develop and maintain a database tracking contracts, agreements, amendments, and status
  • Generate management reports and provide information for public records requests
  • Consult with DAS and DOJ on purchasing and contract compliance and legal issues
  • Provide advice and training to DOJ management and staff on public purchasing and contracting laws and procedures
  • Research and develop internal procedures aligned with federal and state requirements
  • Attend external stakeholder meetings, multi-agency committees, and procurement forums
  • Perform other duties as assigned
Requirements
  • Five years procurement and contract experience related to the position
  • OR a bachelor’s degree and two years of professional-level procurement and contract experience related to the position
  • OR any combination of experience and education equivalent to five years of procurement and contract experience related to the position
  • Required to acquire and maintain DAS Oregon Procurement Intermediate Certification (OPIC)
  • If OPIC has not been acquired, must start obtaining it within 12 months of hire date
  • Required to have Oregon Procurement Basic Certification within six months of starting the position
  • Experience with planning, negotiating, procuring, administering and closing a procurement lifecycle
  • Strong knowledge and application of public procurement principles, ethics, laws, rules, policies, regulations, and guidelines
  • Strong knowledge and understanding of Oregon procurement rules is desired
  • Experience meeting and conferring with management, customers/end-users, and contract providers
  • Experience ensuring accuracy in statements, spreadsheets, invoices, purchase orders, and quotes
  • Experience using OregonBuys or a similar e-procurement system
  • Experience with document management systems, MS Suite software, and Smartsheet
  • Ability to communicate effectively and professionally at all organizational levels and with external stakeholders
  • Experience collaborating, troubleshooting, and finding solutions in a team environment
  • Experience delivering guidance to staff, management, customers, or the public
