Job summary

Qualifications

• Five years procurement and contract experience related to the position.
• Bachelor’s degree and two years of procurement/contract experience.
• Combination of experience and education equivalent to five years.
• OPIC certification within 12 months of hire.
• Oregon Procurement Basic Certification within six months.
• Experience with planning, negotiating, procuring, administering and closing a procurement lifecycle.
• Strong knowledge of public procurement principles, ethics, laws and guidelines.
• Familiarity with Oregon procurement rules preferred.
• Experience with OregonBuys or similar e-procurement system.
• Experience with MS Suite and Smartsheet.

Responsibilities

• Provide input to planning, coordinating, contracting, and procurement activities.
• Procure goods/services using RFPs, RFIs, RFQs, ITBs and intergovernmental agreements.
• Develop contracts translating agency needs into written terms and conditions.
• Document requirement changes and prepare bid addenda.
• Ensure procurement processes comply with legal requirements.
• Evaluate bids, lead evaluation sessions, and make contract awards.
• Negotiate contracts and manage full lifecycle of agreements.
• Develop complex contracts with multiple funding sources and grant requirements.
• Collaborate with state agencies to develop interagency agreements.
