GovCIO is seeking a remote Business Analyst (Federal Grants & eRA Systems) to support EPA projects. The role emphasizes analyzing grant lifecycle processes, aligning to best practices, and coordinating with the implementation team across testing and deployment stages.

The ideal candidate brings extensive BA experience in federal grant environments, strong knowledge of eRA/GrantSolutions, and proficiency with MS Office and collaboration tools. A Public Trust clearance is required.

Qualifications

• Bachelor's with 12+ years of business analysis experience (or commensurate experience).
• Direct Experience: Supporting implementations, migrations, or modernization of eRA or GrantSolutions in a federal agency environment (e.g., NIH, CDC, HHS, NSF, or USDA).
• Domain Expertise: Thorough understanding of federal grant policies, FOAs/NOFOs, peer review, award obligation, financial drawdown, and post-award monitoring.
• Proficiency in Microsoft Office Suite and SharePoint.
• Ability to work independently and in a hybrid-remote work environment.
• Critical Thinking: ability to decompose complex federal processes into structured requirements and process maps.
• Clearance Required: ability to maintain a Public Trust clearance.

Responsabilités

• Master User Roles and Use Cases for the EPA Next Generation Grant System.
• Focus on optimal workstreams for grant products, including training documentation.
• Serve as Analyst or Senior Analyst during development, deployment, migration, or enhancement of enterprise systems like eRA Commons/modules or GrantSolution.
• Analyze and document as-is and to-be processes across all grant lifecycle phases.
• Identify bottlenecks, regulatory gaps, and opportunities for workflow automation.
• Support Gap Analysis, trade-off analysis, and migration to standardized To Be state.
• Understand client data challenges and communicate with the project team and client.
• Coordinate with the implementation team on testing and clarification activities.
• Support testing activities (UAT, DR) and meetings with Customer and Business POCs.
