Job summary

DLB Associates seeks a Program Manager of Technical Development to lead technical quality, standards, and capability across Field Services. This remote role partners with Projects and People managers and reports to the Associate Director to inform staffing, risk, and training investments.

This position focuses on scalable, compliant commissioning across programs, building a technically capable workforce, and driving continuous improvement in processes and documentation.

Qualifications

• Bachelor's degree in Engineering, Construction Management, or related field.
• Minimum 8 years' experience in commissioning or mission-critical construction.
• NFPA 70E and OSHA 30 certifications or ability to obtain them.

Responsibilities

• Develop, implement, and maintain commissioning SOPs, workflows, templates, and client programmatic requirements.
• Ensure consistent application of technical standards across all active projects; monitor compliance and address deviations.
• Own onboarding process for new projects; document client requirements and train field teams.
• Maintain centralized repository of technical processes and field insights.
• Provide technical input on proposals and scope reviews.
• Identify technical skill gaps and develop training plans.
• Deliver onsite technical training and real-time coaching.
• Ensure depth in troubleshooting and abnormal condition response.
• Partner on development planning; provide input on promotions.
• Assess Lead and SME performance and succession planning.
• Serve as escalation point for complex issues; resolve at Program Manager level.
• Provide oversight during critical phases and high-risk testing.
• Audit deliverables for technical rigor and quality.
• Conduct regular site visits to validate standards and coach teams.
• Capture lessons learned and update SOPs and training content.
• Prepare technical capability reports for leadership review.
