Job summary

DLB Associates is seeking a Program Manager of Technical Development to oversee technical quality, standards, and capability of Field Services. This role ensures commissioning is technically rigorous and scalable across projects and sites, by developing field competency and SOPs, and driving process improvements.

The position partners with Program Managers and reports to the Associate Director, focusing on staffing readiness, delivery risk, and training investment decisions.

Qualifications

• Bachelor’s degree in Engineering, Construction Management, or related field.
• Demonstrated experience in commissioning or mission-critical construction.
• Experience developing SOPs, workflows, and technical documentation.
• Ability to operate effectively in a high-growth, distributed, remote environment.

Responsibilities

• Develop, implement, and maintain commissioning SOPs, workflows, and templates across programs.
• Ensure consistent application of technical standards on projects and sites; monitor compliance.
• Own onboarding processes for new projects and programs; train field teams prior to execution.
• Maintain centralized repository of technical processes and field insights.
• Provide technical input on proposals to ensure staffing, scope, and deliverables are technically sound.
• Serve as escalation point for complex technical issues during commissioning and testing.
• Conduct site visits to observe execution, validate standards compliance, and provide field coaching.
