Job summary

Everblue is hiring a Program Manager to own delivery of state IRA Home Energy Rebate programs, from launch through closeout, reporting to the Director of Program Implementation. You will manage enrollment, eligibility, contractor work, QA/QC, savings validation, invoicing, payment, and reporting to ensure programs run smoothly.

This remote, nationwide role requires coordinating across software, data, and workforce teams with state energy offices, contractors, and residents; you will drive

Qualifications

• 5+ years of program or project management experience, ideally in energy efficiency, weatherization, utility rebate, or government / federally funded programs.
• A track record of managing budgets, timelines, and multiple stakeholders on complex programs.
• Strong data literacy. You’re comfortable building dashboards, interpreting reports, and reconciling program data yourself.
• Familiarity with federal grant compliance and reporting (2 CFR 200) and/or DOE/EPA-funded initiatives.
• Excellent written and verbal communication with real client-facing polish.
• A bias to deliver on the intent behind every task, not just the letter of it.
• Self-directed and organized, with the discipline to thrive in a remote team. Occasional travel required.
• PMP or equivalent certification, IRA HER/HEAR or Weatherization experience, and knowledge of income eligibility or energy savings validation a plus.

Responsibilities

• Own delivery end-to-end of state IRA Home Energy Rebate programs from launch planning through closeout.
• Configure rebate management platform to each state’s eligibility rules, dashboards, and reporting requirements.
• Maintain compliance with DOE Home Energy Rebates requirements, federal grant rules (2 CFR 200), and state policy.
• Oversee contractor onboarding, eligibility, and compliance monitoring; manage approved contractor list.
• Coordinate across Everblue’s software, data, and workforce teams with state energy offices, contractors, retailers, and residents; lead SOPs, change controls, and meetings.
• Track KPIs, budget utilization, and throughput; produce dashboards and reports for state and federal reporting.
