Job summary

Delaware Office of Inspector General seeks an Evaluator and Program Analyst to lead complex evaluations, collect and analyze data, and advise on improvements across state agencies. The role requires providing expert analysis to support investigations and operations, with a path to professional certification within three years.

Qualifications

• Three years of conducting studies or analyses across operations and programs.
• Three years in descriptive statistics (mean, median, mode, or standard deviation).
• Three years in interpreting laws, rules, regulations, standards, policies, and procedures.
• Six months designing studies or analyses, including goals, data sources, and methods.
• Six months making recommendations for continuation or changes based on findings.
• Six months narrative report writing.
• Knowledge of inferential statistics (e.g., correlation, t-tests, ANOVA).

Responsibilities

• Lead and conduct complex evaluations and studies across the full range of state agencies within the OIG.
• Plan data collection and statistical analyses; support investigators as needed.
• Develop systems to evaluate effectiveness of operations and management.
• Draft findings and recommendations for improvement across programs and entities.
• Coordinate with agency leadership and oversight bodies and maintain documentation of results.
• Track progress of external and internal recommendations for improvement.
