Job summary

The Office of the Inspector General in Delaware seeks an Evaluator and Program Analyst to lead complex evaluations, collect and analyze data, and provide expert recommendations across state government. You will work with the Inspector General and investigative staff to design studies, assess programs, and support budget and policy decisions.

Telework is available under the State of Delaware’s ALTERNATIVE WORK ARRANGEMENT policy.

Qualifications

• Three years experience in conducting studies or analyses, including evaluating operations, programs, services, policies and procedures.
• Three years experience in descriptive statistics, such as mean, median, mode, or standard deviation.
• Three years experience in interpreting laws, rules, regulations, standards, policies and procedures.
• Six months experience in designing studies or analyses, including objectives and data sources.
• Six months experience in making recommendations based on findings.
• Six months experience in narrative report writing.
• Knowledge of inferential statistics (e.g., correlation, t-tests, ANOVA).

Responsibilities

• Directs preparation, administration, and completion of evaluations across state agencies.
• Defines scope of studies with objectives and approaches.
• Plans data collection and statistical studies related to management and operations.
• Supports investigators with research and data collection.
• Oversees external services and internal programs for compliance and efficiency.
• Tracks progress on recommendations and maintains stakeholder dialogue.
• Participates in committees and reviews related to grants or funding.
• Assists in budget assessment and policy implementation.
