Job summary

Montcure, LLC is seeking a Policy Analyst Manager to perform substantive policy analysis behind the program's written products and provide horizon scans across statutes, regulations, DoD issuances, VA policy, and court decisions. You will produce impact assessments, decision papers, and staffing packages for program direction.

The role requires drafting caregiver compensation instructions, eligibility changes, and delivering senior-leader-ready products within five business days.

Qualifications

• Bachelor's degree in public policy, political science, public administration, business administration, or a related field.
• 5+ years of federal policy or regulatory analysis.
• Ability to handle complex analytic assignments independently with minimal supervision.
• Experience conducting legislative and regulatory horizon scanning.
• Experience drafting impact assessments, decision papers, and recommended courses of action.
• Experience writing to DoD correspondence and issuance standards.

Responsibilities

• Execute the weekly horizon scan across statute, regulation, DoD and Service issuances, VA policy, and court and board decisions.
• Draft impact assessments, decision papers, Personnel Legislation Reviews, and staffing packages.
• Draft caregiver compensation instruction and eligibility form changes.
• Deliver finished written products suitable for senior-leader review within a five-business-day turnaround.
