Job summary

Montcure, LLC, an SBA-certified Service-Disabled Veteran-Owned Small Business, seeks a Policy Analyst Manager to drive substantive policy analysis for the program. You will perform horizon scans across statutes and DoD/VA policy, and prepare impact assessments, staffing packages, and recommended actions for senior leadership review.

You will draft caregiver compensation guidance and ensure timely delivery of finished written products within a five-business-day turnaround, supporting DoD health

Qualifications

• Bachelor's degree in public policy or related field
• 5+ years of federal policy or regulatory analysis
• Ability to work complex analytic assignments independently with minimal supervision
• Experience conducting legislative and regulatory horizon scanning
• Experience drafting impact assessments, decision papers, and recommended courses of action
• Experience writing to DoD correspondence and issuance standards
• Demonstrated ability to meet five-business-day analytic turnarounds
• Strong research skills across Federal Register, U.S. Code, CFR and judicial/board decisions
• Producing finished written products suitable for senior-leader review

Montcure, LLC is an SBA-certified Service-Disabled Veteran-Owned Small Business delivering financial management, audit readiness, internal controls, data analytics, and program support to federal clients across the Department of Defense and civilian agencies. This role supports a Department of Defense health program serving wounded, ill, and injured service members and their caregivers.

About the Role

We're seeking a Policy Analyst Manager to perform the substantive policy analysis behind the program's written products. You'll execute the weekly horizon scan across statute, regulation, DoD and Service issuances, VA policy, and court and board decisions, and produce the impact assessments, decision papers, and staffing packages that inform program direction.

Required Qualifications

Preferred Qualifications

• Disability Evaluation System, SCAADL, or military personnel policy experience
• Experience drafting DoD instructions, manuals, or forms
• Experience supporting an annual report to Congress or a triennial inspection report
• Familiarity with Department of Veterans Affairs policy and the Comprehensive Assistance for Family Caregivers program
• Experience preparing legislative review packages
• Paralegal, legislative affairs, or regulatory affairs background

Status: Contingency – This work is contingent upon award.

Salary: $100,000 - 110,000 per year, commensurate with experience and qualifications.
