Job summary

The State of Delaware seeks an Employment and Training Program Specialist to support MSFWs and the H-2A program. You will coordinate with employers, job centers, and the DOL to ensure compliant recruitment and access to services.

Travel across Sussex County and beyond is required, with emphasis on Spanish-language communication to serve workers effectively. Responsibilities include review of H-2A job orders, guidance on program requirements, complaint resolution, and maintaining records.

Qualifications

• Six months experience in program monitoring and identifying improvements.
• Six months experience in interpreting employment and training program laws, rules, regulations, policies, and procedures.
• Six months experience in narrative report writing.
• Knowledge of budget development including financial data analysis and long/short range planning.

Responsibilities

• Researches, analyzes and applies federal and state laws, regulations and guidelines for assigned programs to ensure compliance and create technical guidance documents.
• Monitors programs by conducting on-site visits, identifies deficiencies, and recommends corrective actions to improve performance.
• Provides technical support and training to staff on eligibility criteria, procedures, and report preparation.
• Prepares management information reports and analyzes goal attainments.
• Assists in budget development, service plans and performance goal-setting; may participate in contract negotiations.
• Speaks at workshops and meetings as a liaison to external groups and agencies.
• May monitor and approve support services requests such as training, transportation, day care, relocation and shelter.
• Develops or revises operational procedures and program materials.
