The Employment and Training Program Specialist serves as the Foreign Labor Coordinator, supporting workforce initiatives for Migrant and Seasonal Farmworkers and the H-2A Temporary Agricultural Employment Program. This position acts as a primary liaison among agricultural employers, American Job Centers, the State Workforce Agency, and the U.S. Department of Labor to ensure program compliance and facilitate access to employment services. The role involves reviewing H-2A job orders, coordinating worker placement and recruitment, providing technical guidance, and conducting statewide outreach throughout Delaware with frequent travel in Sussex County.

Key qualifications:

• Read, write, and speak Spanish fluently (selective requirement)
• Six months experience in program monitoring and recommending improvements based on findings
• Six months experience interpreting employment and training program laws, regulations, and procedures
• Six months experience in narrative report writing
• Knowledge of budget development and financial analysis
• Valid driver's license required as condition of hire
