Job summary

Orbis is seeking an experienced Measure of Effectiveness (MOE) Officer – Full Performance to lead qualitative research and program evaluation for a US Intelligence Community client. You will design research, collect data, build visualizations, and present findings to senior stakeholders, with opportunities to influence mission-critical projects over a multi-year engagement.

The role requires TS/SCI clearance with Poly, 5+ years IC experience, and strong data visualization and briefing skills.

Qualifications

• Active TS/SCI clearance with Poly.
• Bachelor’s degree is required for this position.
• Minimum of 5 years' experience in the IC.
• Ability to design a research project, lead data collection, and build data visualizations to reflect KPIs.
• Experience extracting insights from social media and open-source data to produce finished intelligence products.
• Experience developing presentations and briefing to middle and senior management.
• Excellent written and oral communication with data visualization.
• Regional expertise in Latin America.

Responsibilities

• Develop and implement research designs with practical strategies for evaluating strategic communications.
• Apply operational knowledge to enhance planning, design, and implementation of projects.
• Design and conduct survey research including sampling, instrument development, and analysis.
• Analyze qualitative and quantitative information to provide comprehensive insights.
• Prepare reports and presentations for senior leadership based on plans, findings, and recommendations.
• Brief senior-level customers on research plans, status, findings, and recommendations.
• Generate operational proposals based on findings and recommendations.
