Job summary

Orbis is seeking an experienced Measure of Effectiveness (MOE) Officer – Full Performance to lead qualitative research and program evaluation for a US Intelligence Community client. The analyst will design research, collect data, and create visualizations to inform recommendations that optimize project delivery for mission success.

This multi-year engagement offers interaction with senior stakeholders and the chance to influence approaches across multiple projects.

Qualifications

• Bachelor’s degree required.
• Active TS/SCI clearance with Poly is not applicable here; use IC experience as required.
• 5+ years of experience in the IC or related intelligence community.
• Ability to design a research project, lead data collection, and build data visualizations.
• Experience extracting insights from social media and open/proprietary sources.
• Experience developing presentations for senior leadership.
• Proficiency with data visualization tools and MS Office suite.
• Regional expertise in Latin America.

Responsibilities

• Develop and implement research designs for evaluating strategic communications.
• Apply operational knowledge to enhance planning and design of projects.
• Design and conduct survey research including instrument development and distribution.
• Analyze qualitative and quantitative data to provide actionable insights.
• Prepare reports/presentations for senior leadership.
• Brief senior-level customers on plans, status, findings, and recommendations.
• Generate operational proposals based on findings.
