Job summary

Orbis is seeking an experienced Measure of Effectiveness Officer to lead qualitative research and evaluations for a US Intelligence Community client on a multi-year program. You will design studies, collect data, build visuals, and present actionable recommendations to senior leaders to optimize mission delivery.

This role emphasizes independent contribution and teamwork, with emphasis on communications, stakeholder engagement, and clear data-driven insights across multiple disciplines.

Qualifications

• Active TS/SCI clearance with Poly.
• Bachelor’s degree is required.
• Minimum of 5 years' experience in the IC.
• Ability to design a research project and build data visualizations for strategic KPIs.
• Experience extracting insights from social media and OSS/proprietary data.
• Experience developing presentations and briefings for leadership.
• Excellent oral and written communication, data visualization with charts/graphs.
• Proficiency with Excel, PowerPoint, Tableau, PowerBI or similar.
• Ability to work independently and in a team.
• Regional expertise in Latin America.

Responsibilities

• Develop and implement research designs for evaluating strategic communications.
• Apply operational knowledge to enhance planning, design, and implementation.
• Design and conduct survey research including instrument development and distribution.
• Analyze qualitative and quantitative data to provide actionable insights.
• Prepare reports and presentations for senior leadership with findings and recommendations.
• Brief senior stakeholders on plans, status, findings, and recommendations.
• Generate operational proposals from findings and recommendations.
